Abstract

This whitepaper establishes a governance standard for AI systems that treats artificial intelligence not as an authority, but as a cognitive control plane embedded within human institutions. It articulates principles, architectural constraints, and operational patterns that preserve human agency, institutional legitimacy, and ethical accountability while enabling sustainable innovation. This standard is intended to guide builders, operators, leaders, and collaborators who seek to construct AI systems that strengthen institutions rather than hollow them out.
